With the creation of the Northern Command in 2002 and the Africa Command in 2007 the US military became the first truly global military presence in history. US Combatant Commanders are often called ‘proconsuls’ in a worldwide network of US military bases. This situation poses many problems for a republic that is historically suspicious of military power.
